Otherwise, a horizontal tape secured at the waistline is often sufficient.

The measurement is taken from the neck point of the draft you are testing.

As peterle already said you need to test the widest art of the silhouette.

No Schneiderfrei, not with every body. A right balance gets you a garment which hem is level to the floor. It maybe a rounded back then the measure to he waist band is okay. If you have a posture like Jim - it can be a combination from rounded back (over the waist line)  with tilted hips (under the waist line) or a tilted waist itself. So the measurement from or to the floor is essential.
If you want to take the shoulder blades in your measurement you measure from Neck-Shoulderpoint (front: over the bust and back: over the shoulder blades and cheeks) and not in center.

This assumes the hem is intended to be at the same level front and back.  For example a tailcoat is cut at waist level in front, but the skirt goes almost to the knees in back.  So you have to look at points intended to be on the same level.
