Title: Raising armhole, or something else?

let me start out by saying, this is not from a draft. I traced an old coat, so accurately in fact that it has the same problems as the original. It was a hunting coat with sleeve gussets, from the 30's/40's, I dont know if the time period or the purpose of the coat have anything to do with the problems.

It feels tight at front point of my shoulders, and the back neck doesnt rest on my body. My plan is to raise the entire armhole straight up, but I'm unsure how much to raise it, or how to figure it out.

Am I aiming in the right direction, or is there anything in the photos that would suggest a better alteration than raising the armhole?
