Title: Question about seam allowance for 1970 Tailor & Cutter: Modern Suit Jacket

I am about to try this coat draft but I am unsure about the seam allowance along the front edge. The draft states 3/8 inch seams throughout but it looks as though the seam allowance would be 1/4 inch along the front edge. Could this be?

It does look like it because of the 1/8" between E - 4. This is meant as a seam allowance.
