The seller seems to think they were made in the 1800s, which can't be true. What does the '7' refer to on the inside of the small loop arm?

They would date about 1910. The "7" is the size, 14 inch. Most vendors have not got a clue, they read the patent date of the hinge and publish that as its manufacture date. Very early Heinisch (pre 1900) are a different design and best live in a museum where the once made in the 20th century are viable tailors tools.
