Letting out suit pants?

Hello! I ordered a suit a bit ago, and the pants of the suit fit my lower legs, but the top of them doesn't fit at all. How would I go about letting out the hips and waist?

If they are too small, you will be limited by the amount of seam allowances available at the outseams and centre back.
